In 1856, Mexico was under the liberal leadership of President Ignacio Comonfort. This period was marked by political instability and reforms, including the Liberal Reform movement aimed at reducing the power of the Catholic Church and modernizing the nation.

The Observe features a profile of Liberty, represented as a radiant cap, includes the inscription "REPUBLICA MEXICANA" (Mexican Republic) and the year and mint mark.
