Charles VII inherited a divided kingdom, with much of northern France under English control, including Paris. The Treaty of Troyes (1420) had declared Henry VI of England the rightful heir to the French throne, challenging Charles VII's legitimacy.

The Observe depicts a crowned shield with three fleurs-de-lis (symbolizing the French monarchy). Latin Inscription reads "Karolus Dei Gratia Francorum Rex", meaning "Charles, by the grace of God, King of the French."
