The design is inscribed with "LIBERTY" at the top, the year "1998" below Liberty’s feet, and surrounded by 50 stars that represent the states of the Union.
The reverse features a powerful and evocative image of a family of bald eagles. The design depicts a male bald eagle in flight, grasping an olive branch in its talons, while a female bald eagle guards her nest containing eaglets.
